Senior Project Coordinator
JOB TITLE: SNR. PROJECT COORDINATOR – CIVIL or BUILDINGS -  CONSTRUCTION SUPPORT

1.      PURPOSE AND SCOPE

Monitors, provides assistance, supports and acts as a link between the various departments at Managing Office and all Civil Projects or the civil works of the Mechanical Projects from mobilization stage until the completion of the project.

He may also provide Technical Support for Estimates during Tender periods.

Keeps the Manager Coordination and Technical Studies (Civil) fully aware of the progress and any development during the bidding phase and/or the construction phase of the project.

2.      PRINCIPAL DUTIES:

The jobholder has he following duties and responsibilities:

a-     In case Technical Support is required for specific Tenders he will develop the required Method Statements for the Estimator to price. During the Development of the Method Statements he may communicate with the relevant Departments in the Main Offices and with suppliers of specific material of specific plant.

b-     Takes over the tender documents of civil projects from the Estimate Leader during the Take over Meeting, distributes them to the concerned, and provides continuity and coordination with project manager and team for mobilization matters.

c-     Prepares a draft, and later on a final mobilization checklist that includes submittals to be provided to the Client, based on the Standard Checklist and arranges with the Planning Engineer to prepare the mobilization schedule based on what was agreed in the KOM.

d-    Assists the Project Manager from MOA and on site when required, with mobilization activities including QA/QC, PMV, PQP, QCP’s, site facilities, list of materials and vendors, HSE procedures, Method Statements and Procedures, Budget preparation, and Contract Review.

e-      Arranges for the early submittals to the Client along with the PM.

f-       Coordinates and expedites with the CPD in the procurement of the critical materials.

g-     Assists in preparation of organization chart, manning and equipment to be used in the project.

h-     Assists in the preparation of Method Statements, Procedures and any other documentation, required to be submitted to the Client.

i-       Familiarizes site personnel with the project monitoring system, other Company systems, and Project Operation Manual, and helps distributing their roles.

j-      Ensures proper implementation of Project Monitoring System and compares the actual progress vs. the planned one and reports accordingly.

k-     Provides counsel and advice to Project Management on all practical aspects of construction based on either past experience or by consulting experts or agencies.

l-       Visits site frequently to monitor performance, suggests corrective actions when necessary, advises management on personnel training, new applicable construction methods, planning, and locating equipment, recommends staff from projects, visits EP companies and vendors on behalf of the project, and reports to the Construction Support Manager about the current progress and financial situation of the project with his recommendations for improvement.

m-   Ensures timely reporting and checks the accuracy of reports prepared by project staff.

n-     Liaises with other units not directly related to the project to provide them with feedback for future projects and lessons learned.


 

o-    Uses Progress, Cost Reports, telephone calls, site visits, etc. to update the Management about the areas of concern, proposed corrective action, current cost and productivity, budget revision, input from QA/QC on quality performance and audit reports, training needs, technical recruitment of personnel, and special technical issues.

p-    Assists project with selection of subcontractors, specialized plant and equipment, constructability items at both design and construction stages.

q-     Assists with the selection and interviewing new staff as requested.

r-      Conceptual design and finalization of detailed design with the Engineering on the project temporary works.

s-      Liaises with the technical studies Section to assist project during all its life on concrete mix design, soil analysis and recommendations, raw material source investigations, identification and testing, quarrying, blasting, & crushing investigations, analysis and recommendations, asphalt raw material investigation, analysis and mix design, and specialist civil material investigations, reports and recommendations.

t-      Assists Cost Control Section and Project Manager by providing them with the work breakdown structure detailed into tasks, subtasks and work packages and participates with them in the discussions to secure approval on the budget.

u-     Assists project with any legal, administrative, or contractual items or queries, and assists in preparation of claims.

3.      REPORTING:

The jobholder is stationed at MOA and reports to the Manager Coordination and Technical Studies (Civil) at MOA, whom he keeps informed of all project aspects.

4.      SUPERVISION OF OTHERS

The jobholder uses his technical and managerial skills to supervise his subordinates as requested.

5.      WORK CONTACTS:

Maintains frequent contacts with all key personnel working in the Estimation Department, Engineering Department, Technical Studies Department and/or the Project Management.

6.      MINIMUM REQUIREMENTS:

a-     Degree in Civil Engineering from a recognized university with minimum 15 years of experience including 10 years with a contractor, on site experience, in construction of Heavy Civil projects incl. Marine projects.

b-     Member of a recognized Engineering Institution is an advantage.

c-     Experience in Planning, Costing, QA/QC, Coordination of Design and all mobilization requirements.

d-     Fluent in written and spoken English.

e-      Age 40-45 with a high degree of maturity and technical background

f-       Good communication skills and ability to persuade professionally, correctly, and tactfully.

g-      Has attained Project Manager or Assistant PM level on a project(s) exceeding $20M

h-     Experience on Heavy Civil projects like Marine & Dredging works, Intake & Outfall structures, Buildings and Power & Desalination projects would be an advantage.
