Program Manager Command & Control Systems

Job Description:Responsible for managing the implementation of specific government or commercial contracts ranging from $1M to $50M. The job entails project management, business development, and day-to-day line management. Manages many tasks or functions of a project assigned by the CEO or Program Managers. Plans, coordinates and manages the actions taken by an organization to acquire and execute a specific piece of business either competitively or non-competitively. Integrates all functions and activities necessary to perform the project/program to meet the customer requirements. Directs project team personnel, manages cost and schedules, ensures contract compliance, and serves as a customer interface. Manages the technical aspects, cost, and schedule of assigned tasks or functions. Provides leadership and direction of personnel performing complex tasks. Frequently interacts with subordinates, task leaders, supervisors, senior management subcontractors, support personnel, customers, and functional peer managers. Assesses performance of subordinates and coaches them as needed.
Required Skills: A bachelor’s degree in engineering, physics, mathematics, computer science, or business administration. Ten years of project management experience. Five years of experience in system engineering of Command/Control systems and international fixed price contracts. Technical expertise shall include design, development, production, and test/evaluation of Command/Control systems. At least two of the last five years experience shall be as a direct supervisor. Experience shall include financial management, staffing, contract compliance, subcontracts, finance, operations, engineering, deliverables, and client relations. Must understand the project management process and the use of various cost control measures. Must be able to use MS Project (or similar software) and be able to develop detailed resource loaded schedules. Must be able to write clearly and concisely to produce proposals and a variety of project planning documents and status reports. Must be able to communicate well with persons at all levels of the staff, from technicians to senior customer staff. Able to make effective presentations to customers and senior management. Basic computer skills including Microsoft Office, MS Project (or similar). Experience with government contracts. English language proficiency.
Desired Skills: Advanced degree in Business Administration. PMP certification. Familiarity with ISO 9001:2000. Arabic language proficiency. Experience interfacing directly with UAE military customers and leadership. Travel: Approximately 25% |
