Job Purpose The individual holding this position will be required to plan, organize, coordinate, and supervise the development of all ongoing and future capital development ICT project scopes and is responsible for leading and supervising his team. The individual will also be responsible for the development and continuous appraisal projects: Lead the capital development project management team To ensure that the company’s ICT systems are capable of meeting all stakeholder, user and business requirements at all times with no loss of service to the business To ensure that the capital development projects developed by the company will abide with the necessary requirements from organization and the ICTMP and be completed with the set timeline. Coordinate with the ORAT team and facilitate any procedures to ensure the necessary testing and commissioning adheres to international standards
Duties and Responsibilities Provide leadership and guidance to project Managers to keep all ongoing capital developments in line with company requirements and the ICTMP. Manage the team of project managers leading all capital development projects. Ensure that the ongoing capital development projects ICT scope comply with the company’s vision and that the required infrastructure to supports these projects is available according to the execution schedule: Implement the list of projects in a timely manner set by the company management and the ICTMP Assist in the negotiations with clients as well as stakeholders of the airport Maintain accurate records of all ICT capital development projects Ensure that the implementation of any new functionality based on new business needs is rolled out effectively. Ensure the evaluation and selection of ICT Bids/Suppliers are within the specifications set by ICT Master Plan and to work with the Head of Procurement to purchase the most cost effective solutions. Plan and organize the deployment and upgrades of ICT resources and the scheduling of work for all sites to be aligned with strategic needs of the business in most cost effective manner. Set the required SLAs and outsourcing contracts concerning ICT Set the ORAT procedures and requirements associated with ICT Coordinate all the projects list initiated by the ICT Master Plan and set the timeline for each project and required resources. Sit on all technical evaluation committees to assure all bids adhere to the requirements of the ICTMP and company needs. Identify any gaps between projects and draft project plans to address them. Keep staff informed about the latest technologies at the company and define/use best practices/processes to support the overall corporate strategy
Qualifications Minimum MBA with an emphasis in a technology related field or a higher degree in engineering management, business management or related field. Management and technical certifications Project Management certifications Undergraduate degree in IT or relevant experience and certifications
Knowledge, Skills and Experience At least 12 years experience in operations and/or project management of information technology projects in a commercial airport of similar size to the MTC PAL4 Demonstrated knowledge of laws and regulations governing the ICT operations of airports Demonstrated ability to develop and manage strategy and project management across multiple groups, working closely with stake holders Managed tenders from prospecting to contract signature, including validation, detailed specifications, program planning and leading virtual bid teams and beyond Experience in bid management in multi-national environments Proven ability to drive improvements in cost optimization through ongoing detailed analysis, evaluations, procurement and supplier negotiations Built and managed successful teams, managing up to 10 direct reports and staff Knowledgeable in wide portfolio of IT, communications and Low Voltage systems Proven ability to develop and manage successful 3rd party relationships, including suppliers and contractors etc. methods, practices, equipment and budget preparation and administration Significant knowledge of airport specific applications and management systems Solid and demonstrated knowledge of setting up data centers Considerable experience in managing projects that set up ICT infrastructures and policies Demonstrated ability to negotiate and manage contracts under pressure Proven ability to establish and maintain effective working relationships with different individuals and groups Ability to effectively organize groups to accomplish planning and implementation of set goals within a set timeline Must have solid analytical and troubleshooting skills Experience in dealing with Service Level Agreements Fluent in Arabic and English (verbal and written) Demonstrated high work ethics
