Our client is a public enterprise company, wholly owned by the Municipality of Jeddah, with responsibility for effecting the regeneration of the city. It will do his through the effective engagement of the private sector in development projects. The company is one of the city's primary vehicles for the execution of its strategy and it will play a major role in shaping the future of Jeddah. Key Responsibilities -
Lead the team responsible for projects and development initiatives considered or undertaken by the company -
Be responsible for project briefs, TOR and RFPs for projects or initiatives being considered by the company -
Validate or approve the appointment and management of consultants required for projects -
Assess and make recommendations to the Board of the company on projects and development initiatives -
Approve and manage project development budgets -
Identify and recommend appropriate business models and funding options for projects -
Develop and administer a system for managing the company's land bank and assessing the strategies and options for its use -
Support the creation and implementation of development strategies and delivery mechanisms for unplanned settlement intervention approaches and affordable housing provision and other strategic imperatives for the company -
Liaison with the Municipality departments including Planning, Projects, Services and Investments and other external actors including developers, land owners, utility companies, local NGOs -
Negotiate projects with developers, funders and other actors Qualifications -
Professional or degree qualified individual with long years experience in real estate or infrastructure development -
Ideally the candidate would have experience of urban regeneration, slum clearance and municipal management, familiarity with social housing issues and experience with private sector co-financing -
Experience in Middle East and Arabic speaking countries would be a plus -
Command of Arabic language would be an asset
